Finland: Follow-up procedure to the forty-sixth session of the Committee against Torture

In June 2011, the Committee against Torture (the Committee) expressed concern over Finland’s compliance with the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment. Amnesty International is submitting this briefing to assist the Committee in identifying ongoing areas of concern related to some of the priorities identified for follow-up. This submission also raises concerns about the apparent use of Finland’s territory, airspace and flight records systems in connection with the US-led rendition and secret detention programs.
