USA: Senseless killing after senseless killing: Texas inmate with mental disability claim facing execution for murder committed as teenager

Eight years after receiving a stay of execution, Yokamon Laneal Hearn is again scheduled to be killed in the Texas death chamber. At the time of the crime for which he is now facing execution, Yokamon Hearn was 19 years old and had some form of mental disability. A clear majority of countries do not execute anyone, let alone youthful offenders or individuals with mental disabilities. As this report advocates, a moratorium on executions can be a step towards abolition; Texas should join the other abolitionist states in the USA.
