Peru: Torture and “disappearances” at KM.86 military base Federico Basadre Highway

According to reports, Lester Mozombite Cartagena, Amanda Guerra Lopez and three unnamed minors were ordered off a bus at the military checkpoint at KM.86 of Federico Basadre Highway and detained. Amanda Guerra was allegedly raped by several soldiers while detained at KM.86 base. Her detention and that of Lester Mozombite have not been acknowledged and both remain “disappeared”. The three minors, two boys aged 16 and 1 girl aged 15 were allegedly beaten; the girl was reportedly raped by eight soldiers. The three were then transferred to another base and held there until 29 September 1990, when they were released. Before their release they were reportedly threatened with the killing of the two adults if they reported the incident to the authorities.
