Amnesty International has received information from the Colombian Presidential
Adviser on Human Rights that an official investigation has been opened into
the killings of community leaders Francisco Sapizabal, Luís Ciaskier and Jorge
Ocampo, who "disappeared" from Cali, Valle department, on 12 October 1990 after
being seized by a group of armed men, reportedly including members of the police.
Their bodies were found on 16 October 1990, with several gunshot sounds and
showing signs of torture.
According to the information provided, the 28th Court of Criminal
Instruction, Juzgado 28 de Instrucción Criminal has initiated the investigation
into the killings and the preliminary proceedings are now in the hands of Cali's
Judicial Police. As yet, those responsible for the killings have not been
identified.
Whilst Amnesty International welcomes the investigation, there is concern
that although many such investigations are opened in Colombia, only
exceptionally do they lead to the identification and prosecution of those
responsible for the human rights violations.
FURTHER RECOMMENDED ACTION: Telegrams/telexes/faxes/express and airmail
letters:
- continuing to express concern at the torture and killing of Francisco
Sapizabal, Luís Ciaskier and Jorge Ocampo in circumstances suggesting they
may have been victims of extrajudicial execution;
- welcoming the official investigation into the killings and urging that it
be thorough and that the results made public.
