This briefing details Amnesty International’s concern about a persistent pattern of torture and other ill-treatment of detainees, including individuals detained under the Emergency Regulations or the Prevention of Terrorism Act on suspicion of links to the Liberation Tigers of Tamil Eelam (LTTE), as well as individuals arrested in the course of civil policing – criminal suspects as well as those wrongfully arrested at the behest of third parties engaged in personal disputes.
