This report expresses AI’s deep concern about the alleged torture of 15- year-old Raul Vazquez Hernandez, arrested without a warrant by the state preventive police on 8 December 1991 in Villahermosa, Tabasco State. He was reportedly arrested while in the vicinity of an anti-government demonstration, in which he says he did not participate. He was then taken to the local preventive police station, where he claims to have been beaten, kicked and strangled until he lost consciousness. A medical examination by a private physician revealed a number of injuries consistent with these allegations. Raul Vazquez was charged with assaulting a police officer and held under administrative house arrest until 25 March 1992. Other cases of alleged torture and harassment are also reported.
