Chad: Hope betrayed

Amnesty International is gravely concerned at continuing reports of serious human rights violations in Chad, including official backing for extrajudicial executions by security forces, tantamount to their institutionalization. This document also describes continuing attacks on human rights defenders and unarmed civilians, arbitrary arrests and the systematic use of torture and ill-treatment, including rape, sometimes leading to deaths in detention. There is also concern at the detention without trial of possible prisoners of conscience and the use of the death penalty. The report notes abuses by non-governmental entities and the reactions of the international community to Amnesty International’s concerns. The report contains recommended actions to the Chadian authorities, the armed opposition groups and the international community with the hope that they end the impunity enjoyed by perpetrators of human rights violations and improve the human rights situation in Chad.
