Amnesty International submission to Government of Malaysia on possible reforms to abolish the death penalty

Following the recent announcement that the Government of Malaysia is due to deliberate on the findings of the special committee tasked in 2019 with studying alternatives to the death penalty, Amnesty International has submitted information to members of the Malaysian Cabinet, renewing its call to seize the opportunity and swiftly propose to fully repeal this punishment from national legislation. This submission summarizes relevant international law and standards regarding the abolition of this punishment; outlines Amnesty International’s key concerns on the use of the death penalty in Malaysia; describes the global trend towards abolition; and briefly considers issues of alternative punishments, and misperceived unique deterrent effect of this punishment.
