In March 1996 prominent lawyer and human rights activist Jalil Andrabi was taken away by members of the paramilitary Rashtriya Rifles and so-called “renegades”; his body was found in the Jelum river on 28 March 1996. One year after his death, no one has been brought to justice for his killing and the failure of the state to cooperate with the investigations indicates the adminstration’s intention to consign his fate to oblivion. Amnesty International is calling on the Government of Jammu and Kashmir to ensure that the investigation into his death is speedily concluded, that its results are made publicly available, and that those responsible are brought to justice promptly in a fair trial. It is believed that this would be a decisive step towards ending the impunity with which police and security forces have committed grave human rights violations in the past.
