Khin Zaw Win has been transferred from the Military Intelligence detention centre, where he has been held since arrest, to Insein Prison in Rangoon. AI remains concerned for his safety in detention. He has not yet been charged with any offence. His wife has been able to visit him on one occasion since his arrest.

MYANMAR Khin Zaw Win, aged 44, dentist and graduate student
Khin Zaw Win has been transferred from the Military Intelligence detention
centre where he had been detained since his arrest to Insein Prison in Yangon
(Rangoon). In view of the many reports it has received of the torture and
ill-treatment of prisoners in Insein prison, Amnesty International remains
concerned for Khin Zaw Win's safety in detention.
He is being detained in a cell with another activist from the National League
for Democracy (NLD), the main political opposition party in Myanmar. He has
not yet been charged with any offence. Khin Zaw Win's wife has been able visit
her husband on at least one occasion since his arrest.
Khin Zaw Win, who worked for UNICEF in Yangon between 1991 and 1993, was arrested
on 4 July at Yangon airport as he attempted to board a plane to Singapore,
where he is studying for a Masters degree on a Singapore Government scholarship.
FURTHER RECOMMENDED ACTION: Please send telegrams/telexes/faxes/express and
airmail letters
- expressing concern at the continued detention of Khin Zaw Win;
- welcoming the fact that Khin Zaw Win's wife has been able to visit him, and
seeking further assurances that his treatment in detention conforms to
international standards, and that he be given access to a lawyer and medical
personnel, as well as to his family;
- urging that he be promptly charged with a recognizably criminal offence,
or released.
