Amnesty International has been informed that during the first week of October 1990
a mass grave was discovered in the province of Bolognesi, Ancash department, in
which, according to reports, the bodies of Edeolino Cornelio Abad, Elfer Abad Casimiro
and Roberto Nilton Loli Marzano were found. José Beltrán Chavez Loli and Ambrosio
Surco Cama remain "disappeared".
The five men were detained on 9 May 1990 by members of the Special Operations
Division (DOES) of the National Police. They were all detained in peasant
communities in the district of Carhuapampa, Bolognesi province, Ancash department,
and according to witnesses were then taken to the police station in Ccahua, province
of Cajatambo, Lima department, where they were held until 12 May.
It is believed that they were extrajudicially executed since the bodies had
bullet wounds in the temples and their hands were tied behind their backs. Although
the bodies have been identified by relatives, the police have not allowed them to
be exhumed and have forbidden access to them.
The other two named in UA 243/90, Samuel Ramos Diego and Jesús Licetti Mego,
remain "disappeared". They were intercepted by armed men in plain clothes on 7
May 1990, while travelling from Tingo Maria to Castillo Grande.
FURTHER RECOMMENDED ACTION: Telegrams/telexes/faxes/express and airmail letters:
- expressing concern at the death after detention of Edeolino Cornelio Abad, Elfer
Abad Casimiro and Roberto Loli Marzano in circumstances suggesting that they may
have been the victims of extrajudicial execution and asking that their bodies be
exhumed;
- urging that a thorough, impartial and independent investigation into the deaths
be conducted, that the results of the investigation be published, and that those
found responsible be brought to justice;
- expressing concern about the "disappearance" of José Beltrán Chávez Loli and
Ambrosio Surco Cama after detention by members of the National Police and asking
that an urgent investigation into their whereabouts is carried out;
- expressing concern about the continuing "disappearance" of Samuel Ramos Diego
and Jesús Licetti Mego after their detention on 7 May 1990;
- asking that the safety of the relatives who have made denunciations be ensured.
