Further information has been received regarding Marisela Cardenas Bustamente, aged 13, who "disappeared" on 4 January 1994 in Remedios, Antioquia department. According to reports, the army's 14th Brigade, despite initial denials, have now admitted to holding Marisela Cardenas Bustamente, and have claimed that they handed her over to the state social services Institute. The Institute have also confirmed that they are holding her, but have denied all access to her. As a result there is still serious concern for her safety.

COLOMBIA:Marisela CARDENAS BUSTAMENTE, aged 13.
Amnesty International has received further information on the case of Marisela
Cardenas Bustamente who "disappeared" on 4 January 1994 in Remedios, Antioquia
department, after visiting a friend stationed in an army base there.
The military authorities initially denied holding her, but according to reports,
the army's 14th Brigade has now admitted to holding Marisela Cardenas Bustamente
and have claimed that they handed her over to the state social services Institute
(Instituto de Bienestar Familiar). Following enquiries by the provincial
Procurator's office (Procuraduría Provincial), the Institute have confirmed
they are holding Marisela Cardenas. However, despite repeated attempts to
visit their daughter, Marisela Cardenas' parents have been denied access to
her. Similarly, no independent civilian authority has been given access to
see Marisela Cardenas Bustamente.
As a result of this denial of access to Marisela Cardenas Bustamente, there
is still serious concern for her safety.
FURTHER RECOMMENDED ACTION: Please send telegrams/telexes/faxes/express and
airmail letters in Spanish or your own language:
- expressing continued concern for the safety of Marisela Cardenas Bustamente
who has not been seen since 4 January 1994, and who reportedly remains in the
custody of the state social services Institute;
- urging that Marisela Cardenas Bustamente be immediately released into the
care of her family, or failing that, a reasonable explanation be given for
her continued detention and separation from her family;
- urging that access to see her be granted to both her parents and to independent
civilian authorities;
- urging that she be treated humanely;
- continuing to ask for an enquiry into the circumstances surrounding the
abduction by the security forces of Marisela Cardenas Bustamente.
