Leston Leroy Harewood and Vincent Murrell, who were scheduled to be executed on 10 September 1996, have been granted a stay of execution pending the outcome of a constitutional appeal on their behalf.

Leston Leroy Harewood and Vincent Murrell, who were scheduled to be executed
on 10 September, have been granted a stay of execution pending the outcome
of a constitutional appeal on their behalf. The first stage of this appeal
is expected to be heard in the next few days, after which it may be presented
to higher courts. The appeal is based on previous rulings in other capital
cases whereby delay in death penalty cases may be seen to constitute "inhuman
or degrading punishment or other treatment". Both Vincent Murrell and Leston
Harewood have spent more than 4 years and 11 months on death row.
No further action is requested at the present time. If action again becomes
necessary on behalf of Leston Harewood and Vincent Murrell the Urgent Action
Network will be alerted. Thank you to all those who made appeals on their
behalf.
