This report is based on a memorandum sent to the Bahraini Government in November 1999, in the hope that it may contribute to the ongoing human rights debate in Bahrain. The organization believes that if the recommendations of this report are implemented they could help to bring Bahrain's law and practice into closer harmony with recognized international human rights standards.
