International Criminal Court: Implementing the Assembly's Plan of Action for achieving universality and full implementation of the Rome Statute

Amnesty International has prepared this paper to contribute to the process of implementing the Assembly of State Parties' Plan of Action. The Organization believes that the Plan of Action provides a sound basis for developing effective Assembly activities. The Organization focuses its recommendations primarily on taking practical steps to begin implementing the Plan of Action rather than addressing substantive issues covered in the Plan. In particular, the organization believes that priority should be given to putting in place the infrastructure and systems to implement the plan in 2007.
