Azerbaijan: Displaced then discriminated against - the plight of the internally displaced population

Despite Azerbaijan's transformation into a regional economic hub, the social and economic rights situation for the hundreds of thousands of people internally displaced in the early 1990s has seen little improvement. This report provides an overview of the situation of displaced people in Azerbaijan today, outlining Azerbaijan's legal obligations to its displaced population and detailing those policies and practices which in effect discriminate against the displaced population. It concludes with a series of recommendations aimed at enhancing the effectiveness of government programmes addressing the problems of internally displaced people.
