The killings described in this report raise similar questions to those raised after previous incidents of disputed killings by the security forces in Northern Ireland. The most important concerns regard the use of lethal force and the procedures used to investigate such incidents which, Amnesty International believes, are ineffective in establishing all the facts and making them public. The cases contained in this report are: the killing of John McNeill, Edward Hale and Peter Thompson by undercover soldiers on 13 January 1990 while the men were robbing a betting shop; the killing of Martin Peake, 17 and Karen Reilly, 18 by soldiers while driving a stolen car in West Belfast on 30 September 1990 and the killing by soldiers of Sinn Fein member Fergal Caraher on 30 December 1990.
