East Timor: Building a new country based on human rights

In this document Amnesty International outlines UNTAET’s legal responsibility to respect, protect and promote the human rights of the East Timorese people and to enable them to decide for themselves the nature of the country they wish to lead to independence. Amnesty International sets out a number of recommendations that would enable UNATET to create a human rights culture, end impunity, create human rights institutions and protect the rights of groups such as women, children and minorities who require particular attention.
