This paper describes the legislation under which Special Courts for Speedy Trial were set up in July/August 1991. It outlines Amnesty International's concerns about ways in which these Special Courts, which are empowered to impose sentences as severe as amputation or the death penalty, violate international minimum standards for fair trial.
