This document examines the human rights challenge to the Conference on Security and Co-operation in Europe (CSCE) and gives recommendations for the organization and working methods of the first Human Dimension Implementation Meeting (HDIM) to be held in Warsaw from 27 September to 15 October 1993. It looks at the role of non-governmental organizations (NGOs) at the HDIM, including their access to information in the CSCE human rights process. It reports on CSCE missions and human rights and new CSCE human rights commitments, including refugee protection, conscientious objection to military service and the death penalty.
