Following a year of close monitoring of the human rights situation uner the government of President Kim Young-sam, AI has concluded that it has not improved substantially. This report discusses AI’s human rights concerns in South Korea under the following headings: prisoners of conscience and political prisoners; failure to rectify past human rights violations, including cases of prisoners of conscience held for over 40 years and the case of Kang Ki-hun; torture and ill-treatment; and the death penalty. The appendix lists AI reports issued on South Korea during 1993.
