South Korea: Prisoner of conscience: Reverend Hong Keun-soo

Reverend Hong Keun-soo, currently pastor of the Hyang Rin Presbyterian Church in Seoul, was arrested on 20 February 1991 by members of the Agency for National Secutiry Planning. He was detained and charged under Articles 3 and 7 of the National Security Law. Article 3 prohibits membership of an “anti-state” organization: this charge is believed to relation to his participation in the formation of the South Korean Headquarters of the Pan- National Alliance for the Reunification of Korea and attendance at its inaugural meeting. The alliance’s main aim is the reunification of North and South Korea. Article 7 prohibits production of material “benifitting” an “anti-state” organization: this relates to sermons, comments and writings mentioning North Korea or reunification.
