This briefing describes how measures taken by the US government in response to widespread torture and ill-treatment of detainees held in US military custody in the context of the “war on terror” have been far from adequate. The report reviews cases where detainees died under torture and draws attention to the practice of renditions and secret detention facilities. The second part of the briefing describes the organization’s concerns about violations of the Convention under US domestic law, including ill-treatment and excessive force by law enforcement officials; use of electro-shock weapons; and inhuman conditions of isolation in US security prisons.
