This report contains observations, conclusions and recommendations following a visit to Liberia in July 2004 by Amnesty International representatives to assess how far the aspirations of the peace agreement and the International Reconstruction Conference for restoring good governance, the rule of law and protection of human rights were on the way to being realized. In August 2003, a Comprehensive Peace Agreement was concluded in Accra, Ghana, to end more than 14 years of internal armed conflict.
