Amnesty International welcomes the establishment of the Truth and Reconciliation Commission. This memorandum examines the TRC Act in the light of international human rights law and standards It also makes recommendations as to the requirements that Amnesty International believes are essential to the work of any investigative body entrusted with the task of clarifying past human rights violations and abuses.
