On 3 January 1994 Jose Pedro Tavares Teles da Rocha, a 27-year-old man suffering from mental illness, was arrested by plainclothes police officers and reportedly assaulted. The police officers claim that he kicked and punched them but no independent evidence is available to support this charge. The man was released and the prosecutor is to investigate the case.
