France: The alleged ill-treatment of Rachid Harfouche by police in Noisy-le-Sec

On 21 December 1993 Rachid Harfouche and his brother Idris Harfouche, lodged a judicial complaint against persons unknown to the senior Judge of Instruction of the Bobigny court. In it they allege that Rachid Harfouche, a 20-year-old student and a French national of Algerian descent, was repeatedly beaten and kicked by three police officers in Noisy-le-Sec, a suburb east of Paris, on 10 December 1993. Medical certificates recording multiple bruising and cuts, particularly to his back and wrists, were issued by a duty doctor at the Noisy-le-Sec police station that night, by Montreuil Hospital on 11 December, and by the Jean Verdier Hospital, Bondy on 13 December.
