This document calls on all states and interstate organizations in Europe to take action to ensure that the truth about the US programme of renditions, secret detention and enforced disappearance is exposed, that those responsible for human rights violations are brought to justice, and that effective control is established over foreign and national security services so that such violations never happen again. The document recommends six steps to achieve this.
