Mongolia: Prison inmates starve to death

This report gives details of conditions in Mongolian prisons in which, at present, prisoners are dying of starvation. The cause of these deaths is gross neglect and, in some cases, deliberate abuse. This report highlights the causes of the problem (which the Mongolian Government freely admits) and makes recommendations for how it might be resolved. In addition, this report describes Mongolia’s continuing use of the death penalty. It comments on the practice of placing a prisoner granted clemency in solitary confinement, which possibly amounts to cruel, inhuman or degrading treatment or punishment.
