Sierra Leone: End impunity through universal jurisdiction [No Safe Haven series no 9]

States where genocide, crimes against humanity, war crimes, torture, enforced disappearances and extrajudicial executions occur often fail to investigate and prosecute those responsible. This paper makes recommendations for reform of law and practice so that Sierra Leone can fulfil its obligations under international law to prosecute crimes under international law, to extradite persons suspected of such crimes to another state able and willing to do so in a fair trial or to surrender them to the International Criminal Court.
