This document deals with recent concerns arising from the arrest of some 150 people in February 1994 after a violent demonstration in Dakar. AI considers some, if not all, of these to be prisoners of conscience. Those arrested included the leaders of the two main opposition parties, Maitre Abdoulaye Wade and Landing Savane, leaders of the Parti democratique senegalais (PDS) and the Parti africain pour la democratie et le socialisme (PADS) respectively. Also arrested were about 150 members of the Islamic youth movement Moustarchidina wal Moustarchidati, including Pape Malick Sy, uncle of the leader of the Islamic movement. One of those detained, Lamine Samb, died in custody, allegedly due to torture. The appendix to this report consists of a memorandum to the government from AI issued in November 1993 (which has not yet received an official reply). In it AI discusses the use of torture and a number of “disappearances” from 1992 and 1993.
