Despite legislative reforms undertaken in 1988, Amnesty International (AI) remains concerned about several areas of human rights in Libya. According to reports, at least 469 political prisoners, including prisoners of conscience sentenced after unfair trials, continue to be held for reasons or under conditions contrary to international standards. About 75 political prisoners arrested before the 1988 amnesty are thought still to be held; some have never been tried. At least 394 people arrested between January 1989 and April 1990 are reported to be held incommunicado without trial; AI knows of the whereabouts of only one of them. They were arrested after demonstrations and armed clashes between police and opponents of the regime, including members of Islamic groups.
