This report criticises the 1991 Amnesty Law and stresses the need for Lebanon to face up to its past and take steps to clarify the fate of more than 17,000 people, including 14,000 Lebanese nationals, who “disappeared” during the civil war. The report focuses on four areas: Arbitrary arrest and detention; the use of torture and ill-treatment; violations in trials of political detainees; and the increasing use of the death penalty, re-instituted in 1994.
