This briefing, prepared for the first part of the 2002 Plenary Session (21 – 25 January 2002) of the Parliamentary Assembly of the Council of Europe (PACE), s in two parts. The first part contains a summary of Amnesty International’s concerns and recommendations with regard to political prisoners in Azerbaijan. The second part of this document raises cases of political prisoners and prisoners of conscience in Armenia and also contains Amnesty International’s recommendations to PACE.
