Numbering between 10 and 12 million people, the Roma are one of Europe’s largest and most vulnerable minorities. On average, they have lower incomes, a worse state of health, poorer housing, lower literacy rates and higher levels of unemployment than the rest of the population. This report provides a general overview of human rights violations that are pushing Roma to the margins of European society. It focuses on the discriminatory policies and practices of national and local authorities across Europe that deny millions of Roma their rights to housing, health, education and employment.
