Europe: Moving towards complete abolition of the death penalty

This document is a survey of progress towards complete abolition of the death penalty in Europe. It gives a chronology of moves towards abolition from 1947 to 1991 and provides information on death penalty related issues in 43 European countries. The appendices include the text of the Second Optional Protocol to the ICCPR, aiming at abolition of the death penalty; the text of Protocol no. 6 to the Convention for the Protection of Human Rights and Fundamental Freedoms (“European Convention”) concerning abolition of the death penalty; the text of the resolution on the abolition of the death penalty and the accession to the 6th Protocol to the European Convention adopted by the European Parliament.
