This report is based on the findings of an AI delegation which visited Haiti from 20 March-3 April 1992. It contains reports of arbitrary, illegal arrests, torture, killings, "disappearances", and continuing harassment of virtually anyone suspected of supporting the deposed President Aristide. Evidence suggests that the security forces have also committed human rights violations against civilians for no apparent political reason. The AI delegation received reports of widespread extortion by the security forces and those working with them: people have reportedly been forced to pay money or goods to prevent arrest or ill-treatment, obtain releases or improved prison conditions. AI is concerned also about refugees, displaced people and those forcibly returned by the USA.
