In this document, Amnesty International reports on its monitoring of the human rights environment in Zimbabwe as the country approaches the March parliamentary elections. The organization has observed persistent and systematic violations of human rights, perpetrated largely by the state and supporters of the ruling party against members and supporters of the political opposition. Amnesty International is concerned that these violations are compromising people's ability to participate freely in the forthcoming election. This briefing paper is being sent to election monitors for information, and contains recommendations for monitoring the human rights environment before, during and after the elections.
