This report analyses the context of the war in Guinea-Bissau, showing how lack of government accountability, as well as regional influences, were significant causes. It describes the pattern of human rights abuses through each phase of the war and examines the chronology of peace-making efforts by intergovernmental organizations which apparently paid little attention to human rights.
