On 27 September 2001, the President of Senegal declared that he was ready to allow Hissein Habré to leave to a country "capable of organizing a fair trial". This report highlights the extent of human rights violations committed under the Habré government. It gives a brief overview of the violations committed during this period. The document demonstrates none the less the serious and widespread nature of violations committed under Hissein Habré and the complicity of foreign governments in these violations. It also stresses that violations have continued under his successor, President Idriss Déby.
