Amnesty International has learnt that relatives of Ignace Kanyabugoyi have been able to visit him in Mulindi military detention centre, at least since early August 1999. However, they were only able to talk to him in the presence of military officials, and not in private. Ignace Kanyabugoyi’s health is reported to have improved, but precise details of his physical condition and the causes for his ill-health remain unknown.


FURTHER RECOMMENDED ACTION: Please send telegrams / faxes/express/airmail letters in French or English or in your own language:

- welcoming the fact that Ignace Kanyabugoyi has been allowed to receive visits from his family, and reports that his health has improved;

- asking for a statement on his current state of health, including the reasons for his previous ill-health;

- asking for clarification as to the legal basis for his continued detention;

- asking that he be released unless he is officially charged with a recognizably criminal offence.
