Russian Federation: Preliminary briefing to the UN Committee against Torture

Amnesty International regularly receives reports of torture or other ill-treatment in places of detention across the Russian Federation. The allegations relate to ill-treatment in police custody, pre-trial detention facilities, prison colonies and unacknowledged places of detention. Reports of conditions of police detention and overcrowded detention facilities in some cases amount to cruel, inhuman or degrading treatment as do conditions for prisoners serving life sentences which also violate the absolute prohibition of torture. This briefing includes case examples to illustrate the different concerns of the organization about the non-implementation of recommendations by CAT and other human rights bodies.
