Uruguay: Torture and ill-treatment after six years of civilian rule

Six years after the return to constitutional government in Uruguay, Amnesty International continues to receive serious allegations of torture and ill- treatment. While such cases do not appear to represent common practice, AI is concerned that law enforcement officials have acted illegally and that most violators do not appear to have been brought to justice. The detention centres most often cited in these allegations are the Montevideo Police Headquarters and the police stations and sections covering poorer parts of the city. Most of the victims were men aged between 16 and 30 years arrested on suspicion of petty crimes. Other concerns are reports of ill- treatment in prisons and the controversial deaths of three teenage boys in Libertad maximum security prison.
