This paper concerns the reported torture by the police of 16-year-old William Quinto Rojas and his subsequent “disappearance” following his re- detention after falling from the third floor of the Septima Comandancia de la Policia Nacional. He had originally been abducted on 29 June 1990; his fall, possibly an attempt to escape, occurred three days later on 2 July. Immediately after his fall, William Quinto is reported to have told a crowd of onlookers that he had been detained under a false name and tortured. He was then rearrested. Inquiries by by his relatives have so far not been able to establish his whereabouts.
