The security forces in Senegal have committed serious human rights violations with virtual impunity for almost three decades, targeting particular ethnic groups, individuals and groups. The authorities have used a variety of stratagems to ensure that those responsible for these crimes are never held accountable. This report examines how the Senegalese authorities have evaded their international obligations to bring to justice those responsible for serious human rights violations.
