Burundi: Sectarian security forces violate human rights with impunity

This document summarizes AI’s human rights in Burundi, one year after a counter-insurgency operation to repel attacks by armed insurgents resulted in the killing of around 1000 people by the security forces, dozens of “disappearances” and the reported beating and ill-treatment of some 500 people arrested during the military operation. The security forces come from the minority Tutsi group, while the victims of the violations were virtually all from the majority Hutu group. Also included among AI’s concerns are: unfair trials of political prisoners, arbitrary arrests and detention without trial during 1991 and arbitrary killings by insurgents at the end of 1991.
