This briefing paper, jointly produced by Amnesty International, IANSA and Oxfam, focuses on one particular aspect of the proliferation of arms - international arms transfers - which is in need of reform by states acting at the international level. There is a need for an international Arms Trade Treaty and the UN Biennial Meeting of States on preventing the illicit trade in small arms and light weapons in New York in July 2005 offers a vital opportunity for making progress towards the achievement of this goal.
