In February 1991 the Consultative Council on Human Rights (CCDH) submitted three reports to King Hassan II which recommended important measures for the protection of detainees. These included improved health care for prisoners, ratification of international human rights treaties and regular inspection of prisons. The texts of the three memoranda are attached to this document.
