In the wake of the recent conflict in Iraq, there is a scramble among outside interests to secure contracts to rebuild Iraq's shattered infrastructure and to invest in the reconstruction process. So far the occupying powers in Iraq - the United States of America and the United Kingdom - other governments and foreign companies involved in the process have shown insufficient regard to human rights issues. The process itself should be more transparent and should involve more consultation with the Iraqi people. The document sets out recommendations to the occupying powers, the United Nations and private companies
