In this paper, Amnesty International expresses its concerns about a series of recent developments which question how prepared and willing the Assembly and its members are to fulfil their obligations. These concerns include politicized budget decisions; failures by states parties to cooperate with the Court; failure to enact legislation to ensure that crimes can be prosecuted by national courts in accordance with the principle of complementarity; and a proposal for the Assembly to adopt a resolution seeking to overturn a judicial decision by the Presidency of the Court.
